I reckon they're keeping a very close eye on the walls and if they carried on building above an overhanging row then it's because it isn't a problem. It may be that the row of blocks is perfect, but the row beneath it is a wee bit too far in. That wouldn't be a problem on the outside because it's going to be rendered, and it wouldn't be a problem on the inside because it's a double wall.
