I doubt the NZ govt even knows about HX. The new timber first policy is said to be a way to tie up carbon in wooden structures, whereas concrete (the new carbon neutral/negative concrete aside) is a carbon emitter. I suspect the govt is also trying to support our forestry industry. Yesterday it was announced that a newsprint manufacturing plant will close. The new policy affects buildings that are state built, so I guess that includes social housing, schools and the like.
