The Mexican 2-storey build was designed for earthquakes and had reinforcing fed down through some blocks and concrete poured around it. You could probably build with HX here and you'd survive a big quake, but the building might have to be demolished. Really big quakes are not too common and don't affect the whole country, so you might get away with not experiencing one in your lifetime. My grandmother and father were in the big 1931 quake that destroyed Napier, but wooden buildings also collapsed. My mother got through her 81yrs without experiencing a big one. The Christchurch Cathedral lasted 147 years before a quake destroyed it in 2011, so odds are pretty good.
