Greetings, well first of all, pipes usually do not freeze during winter in normal houses. Our winter in Germany, especially in the south were i live, might not be the coldest, but are surely above average compared to entire europe. Winter in parts of Ukraine, Belarus, Moldavia etc. are longer and colder usually, it all depends how far the mainland is away from the sea. In the Nordic countries the winter is longer but the temperatures especially in the more inhabited southern parts are comparable to rest of central europe. That counts for Sweden, Norway, Denmark, maybe Finland too. But Iceland is something completly different, but since they have only 350.000 inhabitants, the market there might not be interestng anyway.

Usually we have 4-5 weeks were temperatures are around 0°, sometimes even below -10° for a few days. Construction sites are usually closed for a we weeks (Dec-Feb, depending on the weather conditions) at least for early trades like concrete foundation, slab, brick laying, roof etc.

Attached is the mean temperature per month for Germany and pic of our house from January 2019 were we had the worst snowfall since 15 years, around 1m of snow in 2 days. (fair to say i live in the alps, usually there is not that much snow in the lower parts of Germany, 10 cm is considered to be a lot of snow).
