I am not sure of this ...........but
FCL's telco plans were tied up with OPTUS in the bush. This license was granted by the LIBS but revoked by Lab.
Optus was going to sue the Govt but instead wanted to cozy up to the Govt for the NBN
So FCL was left out in the cold
