The thing is though, no one is getting any long term arrangement out of this, by default it is a short term relaxation of import restrictions ending in November. It may lead to something longer term, but that is contingent on US lawmakers and regulations. So those who get in early can milk the short term opportunity for longer but ultimately everyone who gets approved is in the same boat in November.
It is probably insignificant to A2M when they get approved, so long as they do get approved, so that they have a foot in the door if something changes. In fact, it could possibly even cost them on margins if they constrained supply for China in order to get product to USA sooner.
