i agree with PK.
It would be a far easier statement for the judge to make if he was upholding the appeal. It is ( or has been ) the norm. He simply rolls out the standard ruling and looks good for protecting NT interests etc.
As it is......
He is going to deliver a rather stunning, game changing blow that is going to leave more then a few interested parties and lobby groups etc crying over their gluten free muffins.
