I have never heard of FFS before. Maybe a typo?
If they have enough confidence that the operation is economical, then they can just move to the BFS? (surely they aren't doing the PFS and DFS aswell?)
I thought the PFS was only done to see if it was worth progressing to a DFS, and a DFS was only done to see if it was worth progressing to a BFS. Each level gets more expensive but the level of certainty is also increasing. To obtain loan from a bank a BFS must be done.
