The ultimate in lazy journalism. Probably a cadet who attended the London conference or just picked up on the presso release yesterday and assumed that this was new news as opposed to checking and realising that it is 18 months old.

By the way, the AFR article today mentions a new theory as to the delay in NDRC approval, being that the CEO of Hanlong is very close to a senior Politburo member who is apparently embroiled in a corruption scandal and is due to step down from the Politburo in November this year anyway as part of a planned leadership change.
The theory is that the NDRC don't want to be seen as having anything to do with this politician and anyone connected to him (ie Hanlong).
Seems a little far fetched to me, but who knows with Chinese politics?
It is true, and not commonly understood, that there are some significant changes to Chinese political leadership due to happen this year. Perhaps the NDRC are wary of making major decisions until the new bosses are on board.
