Check you vic politics - many vote labor, Bendigo and Ballarat and surrounds have been labor strongholds, vic farmers tend to be a little bit left than their cousins in other states. Im not doubting the benefits for our company just hope they don't waste (pun intend) time on it. I wouldn't trust the big build people sitting behind all this.
