Iam somewhat puzzled why your organisation would not establish irrevocable letters of credit prior to shipment so preventing having to unload shipments,double handling.
Surely with countries like Algeria one would have iron clad guarantees,unless you have some arrangement where you ship without I/L/C in place,ouch!!.
