therefore all have a common source of information given to them, as most wouldn't have a clue about defence requirements all take a direction/advice from 'experts' from a common source
and the common problem is the so called 'experts' that all defence and other ministers cannot and wouldn't be brave enough to point a finger at, ever. And that is the department, any department.
