A. The Government does not run the FED. The Fed is owned by the financial elite be it the Banks or other organisations.
B. The Government is run by the people that give it the most money which are usually the organisations that pay the most for that particular political party's campaign. Most likely the organisations that own the FED.
This is why ENRON and all the other organisations have never been officially charged with any wrong doing. No one was charged with anything at ENRON. How far up the ladder did the corruption in ENRON go?
