Maybe ESI are not up to the stage of progress in which Govt help would be benificial.
What I mean is that if ESI were to rely on funding from govt, how long before they see any cash ? is there a waiting period? is the govt speedy with request like this?
Would there be more red tape than you can poke a stick at?
Maybe it was a better option (time will tell) to raise the money via SPP etc, get the IP done whilst it was there, try and get the SPV sorted for the commercialistion and pick up some partners.
Then maybe after the foundations are laid, hit the Govt up for future development etc...
I dont know the answers, and could way off target, but they are my thoughts.
