    I don't really know in detail, I just thought it might give more detail in exactly how they plan on building the mine,technical requirements, methodology, as well as a rough investment cost and this is used as the basis for bidding the Execution Phase Contracts.

    All that information I thought a bank would want to see before giving $4b.
