I have a complaint. Someone came on to church property, collected one of our bins, and wheeled it away. I followed close behind, but without alerting him. He did a left turn into the street, a few seconds later, I appear in street scan street up and down, but he had disappeared. Is it illegal to pinch another person's bin? Was he walking down the first driveway? Can I sue this man from the next house who made off with our bin?
