There are various ways to buy property
An old system was vendor terms, or if the people are retiring, ie too much work for them you can buy on small deposit and make a balloon payment some time in future
BUT you must have a workable business plan with details of how you are going to make money before you start
But in the area that you mentioned is not exactly cheap land for a startup so to buy and make money would be IMHO almost impossible
