The way i read the announcement in regards the loan is that it will essentially be a non cash accounting exercise for the company
Obviously it costs the company nothing to issue stock so the incentive stock loan will essentially be a provision on the balance sheet as a liability and the loan will sit on the balance sheet as an asset, when the directors vest the shares they will repay the loan directly into cash at bank, for the company it is a non cash transaction (until the directors repay the loan)
