It's feeling flat because no-one is buying it, apart from the usual speculators. To get the spike you are after you will either have to get an 'investment fund' to buy in as happened in the last spike, or there will have to be a positive announcement about the minister's decision. I doubt whether there will be any inside buying in the lead up to the minister's decision because, well, there won't be. I won't be surprised if this drifts lower in coming weeks.
If the decision is positive, it will be broadcast to the world, and then it will be on for young and old. If it's negative, well, you know what will happen. At the moment this is not a good trading stock.
