I wouldn't walk the streets at (late) night by myself in any country really- that's not really got much to do with the safety of the country, it's just common sense not to put yourself in potential danger.
But if I were to find myself walking the streets late at night, I'd certainly choose to do it in London over anywhere in Somalia.
There's dangerous places everywhere of course, and while of course any nutcase can take a gun and start shooting at people anywhere in the world, I think we can all accept that the UK (or Australia, or anywhere in the western world for that matter) is safer than Puntland when it comes to security for oil exploration.
