Yes, all of that appears to just be referring to events in '15 / '16 including the transition agreement copied above.
To add a little bit more:-
After the transition agreement it was reported that signing of an EPC contract with Chinese SOE's was imminent however ann issued 13/1/16 advised that the Chinese state owned construction company had requested a postponement of the signing!! (Refer HC post #: 16783626 )
So, to all intents and purposes China was on board and this project was on the verge of being crystalised in 2015/2016 as it would appear relatively straight forward to get mine finance once the infrastructure finance sorted, although it did seem SDL was being progressively removed from the picture.
It should be remembered that IO was in the doldrums at this stage however the constant changes in circumstances indicated that dealings with the African countries is anything but straightforward and it also appears even back then you could have very little confidence of what was being said in regard dealings between Cameroon and China and who was actually doing what!!
Some of the HC posts at the time are interesting and these events didn't create much optimism!!
