    I don't think FERC is against us, they just aren't going out of there way for us. And it is a huge and detailed process so I'm sure they are just doing their huge and detailed job. I'm not suggesting govt inefficiencies are causing delays, just that govts have lots of regulations (for good reason) and these take lots of time unfortunately.
