A geothermal project doesn't start with drilling deep wells; it commences with collecting data, gaining a geological understanding of the tenements, drilling shallow test holes, ascertaining preliminary thermal gradients, conducting M-T surveys, selecting most promising location for deep wells, etc.
In the immediate context my inference is that the REDP grant applications presently have a kind of 'sub judice' status so that one should not attempt to interfere with the judges' decision. The technical committee will make short list recommendations after which the politicians will make a final decision by whatever criteria they think is expedient. Just where the boundaries are is the question. Ministers want publicity any time of course but the project 'launch' at this time seems a bit blatant. Terry Kallis' PR department might say, 'if it gets us the grant it was worth it'.
