They have to stike agreements with the Telcos - for regulatory reasons, this has proved to be a problem... what exactly does that mean? I'm not sure. You'll have to ask someone at MBE. I suspect it has to do with reporting that AT&T do, or security or something like that. But who knows. MBE has to be essentially integrated with AT&T - this raises a whole heap of problems that Google doesn't need to contend with. Neither does PayPal. They are not integrated with the Telcos payment systems. We're talking DCB. It needs to be intimately entwined with the Telcos.
