A slight correction.
They have integrated their DCB offering with a connectivity partner - they have not reached agreement with the individual Telco's yet. Chris did say he was hopeful of having Direct access to one of the UK telecoms - I.e not using the connectivity partner and thus getting a larger slice of the pie. This is being brokered by his international business development manager (not correct title - the one which was recently announced and with years experience with international telcos).
So I believe whilst the connectivity partner has been established and the product integrated, MBE still have to reach agreements with the individual telcos - this is essentially just a tick of the box. It is the Telcos saying "Yes, you can bill our customers using your connectivity partner".
This is why the Russian deals were revealed several months after the Syniverse deal. MBE integrated with Syniverse, the connectivity partner, but then later reached agreement witch each of the Russian Telcos individually. And incase your wondering, I did get confirmation from Chris that the Russian Telcos were done through Syniverse and so far, they are the only deals done through Syniverse.
