boppy, I found further confirmation that Djibouti have two separate geothermal projects. The following quotation is taken from a conference flyer for ARGeo-C3, the Third East African Rift Geothermal Conference, which was held in Djibouti 22-25 November 2010:
"Within the present phase, two private partners are involved in the Republic of Djibouti. The first one is preparing to launch a new faisability phase in the Asal rift area, and the second one is proceeding with the pre-faisability studies in the region of lake Abhe."
