I suspect the reason the Hadrian's sit idle, is simply because making the change is awkward at first. If any of us were building a development, or even merely a personal home for that matter, and a change is submitted, it requires added work and meetings when you are dialed-in on meeting schedules and getting moved in or ready to show the properties to buyers. Changing wood trim styles, or windows, or tweaking a bedroom to accommodate a walk-in closet is a breeze and likely already pre-priced as options. But switching to the FBR system likely involves structural and architectural ADDED work and delays at the front end until it's been done a few times. It would seem the breakthrough to a deal would require a developer being interested in the new concept as a value to the budget and having it drawn into the documents months ahead. If that ever happens, than, I believe the system could become a reliable and valuable option and trend on a slice of the residential market and light commercial market for concrete block walls. FBR needs to be able to survive until such a deal can develop. Then, builders copy each other as they always do. Perhaps the clock/checkbook will run out before.
The current crisis FBR is in reminds me of why I always was of the opinion FBR needed an experienced negotiator or two with connections in the construction innovation realm working the room in the US. And, without being handcuffed to the cumbersome WaaS model.
