At face value, this announcement is excellent news for MHL. However be aware that targets set by petroleum "experts" are often very different to the reality of the situation, really it is quite easy for these "experts" to interpret a particular set of numbers to mean a particular target.
Not trying to downramp here, but just hope that people are critical and aware and don't set their expectations too high.
