I agree with your thought that the coalition will do the usual opposition thing in an election year and table their (comms) policy when they deem it appropriate.
You can see their initial strategy is to further draw out Conroy as in my opinion he is having a bad run and appears to be losing control of the ISP filter debate and nbn timetable amongst other things. The ISP filter is a larger issue at the moment in eyes of the general public.
Evidence they are drawing out Conroy is included in articles released today including an interview with Smith, notice of proposed senate committee investigation and Abbott stating last night that there is no proof ISP filtering works.
