Hence, they have a unique insight into the inner workings of the business. The cap mgmt policy is what it is, so divs are 20-30% of fcfs. However what is also contemplated are special divs as part of that plan. Clearly Macq think this is a certainty as they have divs at 45c. That would otherwise be IMPOSSIBLE given the fcfs for the yr end.
