From all accounts this delay seems to be coming from waiting on approvals which is out of their hands. Now if you're upset, totally understand i'm pissed off too but, if you have to resort to name calling?
That's not to say there is no blame to PRL. Ideally the basalt incident was avoidable by having contingent BHA's/equipment ready. On top of this, approvals possibly could have been arranged prior but I can not know for certain if this is accepted by local government or not.
