They may have won notionally by having the most superior bid. This is my guess.

Having said that your guess is as good as mine.

There is the risk that Sundance could lose both the mining permit and teh tender pariticpants walking away.

Maybe on the bottom of the 8-point Re-Rating slide, there is a legend / disclaimer in the footer that spells out the possibility you highlighted.
