There cannot be a capital raising at 25c. If the company can sell these assets at anywhere near what they are saying they are worth, then clearly there is no need for a capital raising. If the sale doesn't go through - which after the last couple of days is looking quite likely - then the stock will be back under 10c, and they might have to raise capital at something like 7c.

I think JC knows that if he doesn't get this deal across the line, he's gone.
