Biota in the early days, the first scientists did heaps of research into the possibility of resistance against Relenza, so when Roche was speeding to develop Tamiflu they skipped resistance research and just assumed it would have the same neuraminidase inhibitor (NI) characteristic as Relenza, even though the only Tamiflu research published showed the h27y resistance was already known to exist. The conclusion Roche came up with was that resistance was insignificant and rushed to sell at the same time as Relenza in America.
It seems going slow and ignoring PR is a Biota tradition.
