While there's definitely a fair bit of country risk associated with the project, in fact Eritrea is far from the worst place in the world to be undertaking a mining project.
The Fraser Institute provides an annual ranking of jurisdictions for the attractiveness (or otherwise) of their mining policies.
It currently places Eritrea around the middle of the pack, next to California and not far behind NSW, and a little ahead of Brazil, Vietnam and South Africa - and way ahead of the really high risk countries such as Russia, Zimbabwe and Venezuela.
