The government made the consultation process more political than what should have been.
If any lawsuit comes up and there is a request of damage the country might need to delay independence for many many years.
How you compensate the biggest REE project worldwide? Of course many "if". At this stage I believe the company is trying to prove their good faith during the project approval process and the bad faith of the government.
That should not be difficult.
