most likely reason for delay IMO is requirement to address COVID risks. we are in a pandemic. fortunately so far Mozambique has not been hit hard. any lender would want to see a good plan to address COVID related funding risks. there are solutions to mitigate these risks, as can be demonstrated by 2 projects in Mozambique over last month which have had over a billion $ in finance approved.
