personal assessment is everyone wins if TONOD is on the money. even me who decided not to renew option during TONOD offer. even Jinan who will see sp asset appreciation.
most likely reason for delay IMO is requirement to address COVID risks. we are in a pandemic. fortunately so far Mozambique has not been hit hard. any lender would want to see a good plan to address COVID related funding risks. there are solutions to mitigate these risks, as can be demonstrated by 2 projects in Mozambique over last month which have had over a billion $ in finance approved.
