if PC does feel under time pressure the Chinese will eat him alive in negotiations. that is a core Chinese business gambit.
if still negotiating with them, he would put himself in a position of greater strength to send out an announcement that finance may still be 6 months away.
this would put onus back on chinese because if they want to have mine operational even close to the expected timeframes then can't miss doing work in dry season. Chinese do not like missing such operational deadlines.
