It has nothing to do with negotiations in my opinion.
Jinan as mentioned in announcements of past were looking closely at the plant design with Triton and experts to ensure it operates as smoothly and cost effective as possible.
My guess is covid-19 slowed that process down and Peter was slightly ambitious in his late June target.
Jinan are extremely accountable as an SOE and Triton equally cannot afford to get the design wrong, particularly after SYR appears to have. I believe they are finalising these plans before signing off on financing and getting MCC to commence the detailed engineering plans and drawings. The Dam work can start late July or August hopefully as MCC get the drawings completed ready for construction to start on the buildings later in the year.
Just my opinion but yes an announcement would be welcomed.
