The simple fact is that if the project stacked up they would have finance by now. There's your answer as to why finance has been pending since forever.
I expect the usual baseless ramping from longreach and others in response - pictures of lightning bolts, more statements about finance being imminent (I thought it was imminent in March, or was that January, or was it February 2019 ...), and the identification of triangles and pentagons in charts when the stock price is so obviously dependent on news, namely finance.
