Great - every other government is trying to stimulate the economy and California heads in the other direction.
It's a weird state full of contrasts and contradictions - huge population, so many wealthy people and many poor, narcissistic glamour next to loony cults next to computer geniuses, they have the highest incarceration rate putting people in gaol for life for practically misdemeanors, they have hosted the biggest financial fiascos and the governor is a republican body-building film star married to a Kennedy democrat.
