If in fact the multi nic was purely based on IP then the system for detecting multi nic is floored

Any company with a large internal network will have a WAN IP with all internal users within that network will have a single outgoing WAN IP address.

If they base a multi nic off IP and cookie then you can be sure your dealing with one computer even within an internal network but still are unable to determine if a single person is the sole user of that work station.

The job of a MOD is somewhat of a thankless one and sometimes things happen in error.
