Check the announcement "TTE Allen Dome Discovery Flow Rate Update" from the week before the quarterly, which states:
'The choke was subsequently further adjusted to additionally restrict the flow
rate to 250 bopd as part of the well management programme.
Various options are also being reviewed for increased storage capacity at Allen Dome
North.'
Although it is possible that those two statements are unrelated, having them together like that implies the reason for the reduction was because of storage constraints.
