You have misunderstood the situation.
AVZ have the ML by ministrial decree but should it accept only Roche Dure surface rights and proceed with payment and forgo Carrier and commence mining only with Roche Dure or rightfully pursue its legal right over Carrier considering that the value of Carrier exceeds Roche Dure not only in size and quality.
Add also the competition that Carrier represents.
Now who is responsible at CAMI for the Surface Rights and is his position tenable .?
As for Cong first year law student would understand that once payment accepted for sale and proceeds banked 3 months later too bad if what you sold has appreciated markedly in value.
