Maybe there's no conditions in accessing the funds .. but they might have a 9% interest rate attached to them, in which case CTO may only wish to dip into them as a last resort ?
Why don't you ring up and speak to Matthew Martin and ask him the same question .. and post the answer for everyone's benefit.
