hold - if you are responding to my post then my answer is yes, I believe SDL management have long known two things:

1. the only place they can get $4.5b to build the project is china, and
2. the chinese won't compete amongst themselves

This is why, after 4 years trying, still no JV partner because it is very difficult negotiating a good deal with a monopoly organisation!

My concern is that sdl management have not always been entirely accurate with their announcements regarding the status of JV partner discussions.

And Hanlong coming onto the register in a big way was an even bigger spanner in the works of those JV partner discussions, as has now been discovered.
