I may be wrong but my reading of the afr article (which is admittedly badly worded and unclear in places) was that if the SA govt removed the 15% ownership cap on Santos IT may become a takeover target, and AGL may be interested but it would want another party to take on Santos's overseas operations .. and the article suggests WPL or OSH as possibles.

I do agree though that Santos having put the stoppers on the PNG gas project to date may have intentions for OSH. And yes OSH is undervalued.
