shorting is a double edged sword. Yes, in times of bleak news it will cause over selling. However, many will simply not buy now if they know they can't short sell. Currently once you buy you only have an option to sell and stay out. Once the ban is lifted many will re-enter the financial market knowing the can sell on the way down and buy back at a cheaper price if the market fell hard again. For now these shorters are mostly waiting
