Yes, absolutely. That's not to say the financing arrangements aren't intricate and taking longer to finalise than initially hoped for, but at no stage since the DFS has PB suggested the finalisation of finances are anything other than "on track".
Having previously been involved in (non-resources) financing discussions at the $500m scale, there is every chance the "delay" is actually PB making two interested finance parties sweat a little and sweeten their offer.
